Remember England helped the colonists win the French and Indian War.  This cost 

England a lot of money.  To offset this war debt, a tax was placed on the price of 

goods that were shipped to the colonies.

Next came the Stamp Act. Once again, England tried to raise money. 
This time, a tax was placed on paper.  
All legal documents, like newspapers, had to carry a stamp. 
The stamp showed that the tax had been paid.

The Stamp Act imposed taxes on nearly 50 legal documents.
